Hazing
I. Policy Statement
National Louis University (NLU) is committed to fostering a safe and respectful environment that promotes the well-being and dignity of all its community members. Hazing, in any form, is strictly prohibited and will not be tolerated. This policy outlines the procedures for reporting hazing incidents, the investigative process, applicable laws, and the prevention and awareness programs implemented to eradicate hazing within the NLU community.
II. Definition of Hazing
Hazing is defined as any intentional, knowing, or reckless act committed by a person, whether individually or in concert with others, against another person, regardless of that person's consent, when such an act is connected with initiation into, affiliation with, or continued membership in any group or organization, and that act is not sanctioned or authorized by National Louis University and results in bodily harm, physical injury, mental harm, or degradation.
This definition aligns with Illinois state law (720 ILCS 5/12C-50), which classifies hazing that results in bodily harm as a Class A misdemeanor, and hazing that results in death or great bodily harm as a Class 4 felony.
III. Reporting Procedures
NLU encourages all students, faculty, staff, and community members to report any suspected hazing activities. Reports can be made through the following channels:
- Online Incident Reporting: Submit a report via the "Let Us Know" platform at nl.edu/letusknow.
- Office of Student Affairs: Contact the Office of Student Affairs directly for assistance.
- Anonymous Reporting: Anonymous reports are accepted; however, providing contact information may facilitate a more thorough investigation.
- Student Organizations and Fraternity and Sorority Life Organizations: Contact the Director of Student Life (studentengagement@nl.edu)
All reports will be handled promptly and confidentially to the extent permitted by law and University policy.
IV. Investigative Process
Upon receipt of a hazing report, NLU will initiate a thorough investigation, which includes:
- Initial Assessment: The Office of Student Affairs will conduct a preliminary review to assess the credibility and immediacy of the report.
- Investigation: A designated investigator will gather relevant information, interview involved parties, and compile evidence.
- Findings and Recommendations: Upon conclusion of the investigation, findings will be reviewed, and appropriate disciplinary actions will be recommended in accordance with university policies and applicable laws.
- Notification: The reporting party and the accused will be notified of the investigation outcome, ensuring compliance with privacy laws and regulations.
NLU reserves the right to implement interim measures to protect individuals and the community during the investigation.
V. Applicable Laws
Hazing is illegal under Illinois law. According to 720 ILCS 5/12C-50:
- Hazing is a Class A misdemeanor, except that hazing that results in death or great bodily harm is a Class 4 felony.
Additionally, the federal Stop Campus Hazing Act, effective January 1, 2025, mandates that higher education institutions include hazing incidents in their Annual Security Reports and publish a Campus Hazing Transparency Report.
VI. Prevention and Awareness Programs
NLU is dedicated to preventing hazing through comprehensive education and awareness initiatives, including:
- Educational Workshops: Regular sessions for students, faculty, and staff to recognize, prevent, and report hazing.
- Orientation Programs: Incorporation of hazing prevention education into new student and employee orientations.
- Campus Campaigns: Ongoing campaigns to raise awareness about the dangers of hazing and promoting a culture of respect and inclusion.
- Resource Availability: Provision of materials and resources related to hazing prevention accessible through the Student Affairs Office and the University's website.
These programs are designed to foster a community that values safety, dignity, and mutual respect.
VII. Enforcement and Sanctions
Individuals or groups found responsible for hazing will face disciplinary actions, which may include suspension, expulsion, or termination of employment, in accordance with university policies and procedures. Legal consequences under state and federal laws may also apply.
VIII. Review and Revision
This policy will be reviewed annually to ensure compliance with applicable laws and the effectiveness of prevention programs. Revisions will be made as necessary to reflect changes in legislation and best practices in hazing prevention.
IX. Transparency and Record Retention
In compliance with the Stop Campus Hazing Act (20 U.S.C. § 1092(f)), National Louis University shall maintain and publicly disclose a Campus Hazing Transparency Report (CHTR), updated annually, which includes all findings of hazing involving recognized student organizations. This report will include the name of the student organization, a description of the incident and findings, whether drugs or alcohol were involved, sanctions imposed, and the dates related to the incident, investigation, and notification.
These reports will be published on the university’s website and maintained for a period of five (5) calendar years from the date of publication, in accordance with federal requirements.
The CHTR is separate from the Annual Security Report (ASR). The ASR provides federally mandated campus crime statistics and safety policies under the Clery Act, whereas the CHTR specifically focuses on hazing-related incidents involving recognized student organizations. Both reports aim to promote transparency, accountability, and the safety of all members of the university community.
